Several positions in the Allegheny County government are up for election in 2025.  Allegheny County has an annual budget of about 3 billion dollars, employs 6000 people, and provides services ranging from road maintenance to public health to law enforcement for the county's 1,200,000+ residents.

Sheriff: The County Sheriff is responsible for Courtroom security and maintaining custody of incarcerated defendants who are required to appear before the Courts in such matters as arraignments, motions, pleas, trials, sentences and appeals.  The Sheriff's Office also serves warrants and writs out of the county courts, investigates and apprehends fugitives, and participates on task forces and criminal investigations with other law enforcement agencies as requested.  

In addition to these responsibilities traditionally assigned to a County Sheriff, the Allegheny County Sheriff Department also has complete police authority.

Legislative Branch - County Council
County Council
Allegheny County Council is made up of 15 members, and functions as the legislative branch of Allegheny County government.  13 county council members are elected by district, and 2 are elected "at-large" (county-wide.)


County Council is a part-time position.  Regular meetings are held twice a month in the evenings.  Members do not receive a salary, or funding for an office or staff.  Instead they receive a stipend of about $11,000.   Members typically hold a different full-time job.


How is County Council Elected?

At-large vs. district members

2 of the 15 County Council Members are Elected At-Large.  "At-large" means that these council members represent the whole county and not one district.  Every voter in the county can vote in this race.

Normally both at-large seats are up for election at the same time.   Any political party may nominate a candidate for an at large seat.  Voters may vote for one, and the top two vote-getters are elected.  This guarantees that the at-large members will be from two different political parties.

In 2025, only one at-large seat is on the ballot. This is because Sam DeMarco (R), one of the two at-large council members, resigned before the end of his term  to take another position.  Mike Embrescia (R) was appointed to serve in his place, and is required to run in the next municipal election cycle to remain in the position until the end of Mr. DeMarco's term.  


Because the Democratic Party already has one of the at-large seats on the county council, they may not nominate anyone for this race.  However, third parties are permitted to run candidates against the incumbent Republican candidate.

In 2027, the at-large races will be back to normal, with both at-large seats on the ballot at the same time.

   
13 Members are Elected by District

Allegheny County is divided into 13 districts, each represented by one County Council member.  In 2025, the seats in districts 1, 3, 4, 8, 9, and 12 are up for election.  The remaining district seats will be up for election in 2027.
